 The Eyeball Kid's story is basically told in the song, except how he got in a jail in Saigon (so that part of the story takes place before 1976, when the city changed its name to Ho Chi Minh City) and why Tom was there.
The Eyeball Kid can see people's futures, and communicates with them telepathically. This is a pretty amazing trick, certainly one that can lead to fame. While some find his disembodied eyeball appearance off-putting, women in general seem drawn to his bright blue iris.
Maybe someday he can buy a nice, soft dark bag to sleep in. Tom might carry him in a clear one, too, so he doesn't have to roll everywhere.
