Sugar is almost pure energy in crystalline form. So a being like Lollipop, whose is made of sugar, can potentially control large amounts of energy. This is what enables him to create enough of a charge-- gathered from ambient static in the air and channeled/multiplied exponentially through his skin-- to make it look like he can call down lightning. Further, this energy can be focused onto say, a chair he has his hand on, causing it to burst into flame.
Being made of sugar also gives him a sweet taste when kissed. The kiss imparts a giant dose of sugar, inducing an intense "sugar rush" that causes brief bouts of mania-- including high blood pressure and visual disorientation-- which are addictive, along with just the sugar itself.
The dance he does is merely an associative response he conditions his victims with; they see the dance, remember their addiction, and come on over.
It is unknown what caused his transformation, but it is thought to have been brought on my a power surge in the sugar-processing plant where he worked.
In any case, Lollipop enjoys using his powers to seduce one woman after another, then leave them when he'd bored with them. They, however, remain jealously fixated on him long after. They either continue to consume massive amounts of sugar after he leaves to fill the void he left them with, to the severe detriment of their health... or go through painful withdrawal.
