Some people have started to believe that the disruptions in their radio and TV broadcasts, as well as mysterious lights outdoors, are evidence that an alien-- a "starman," for lack of a better term-- is hovering over Earth.
He wants to contact us, but his survey of our broadcasts has led him to believe that humans, as a species, are not ready for alien communication yet.
Too many would not even believe he exists, or see him as a threat before knowing anything, try to use his existence for political or financial gain, etc. Revealing himself was his purpose, but now he has begun to hesitate, to doubt the wisdom of such a revelation.
The humans who realize the starman exists are in a Catch-22. They know he exists, and want to say so. If they do so without showing him, they will not be believed, and perhaps thought insane.
But if they do reveal him, they agree that humanity may be thrown into chaos. Well, worse chaos.
So they can't acknowledge him without revealing him; they can't reveal him without everyone "losing their minds."
In the meantime, they hope to at least share his message-- life, the world, humanity, "It's all worth it." The starman is also in a Catch-22: His message would heal the broken world; his speaking the message (even his showing up, before saying anything) would destroy the already fragile world altogether.
So he's just in limbo, "waiting in the sky" until he figures out what to do. Maybe start by contacting those who have already discovered him?
