 Not much has been divulged about Yoshimi, if that is her real name, by the city she works for. She is an agent of city law enforcement, tasked with taking down a robot infiltration. As she is a one-woman task force. we can assume the threat is not huge, otherwise SWAT or Army Reserve teams would be called in.
The robot threat is known to the public, but much about them is speculated, even exaggerated by a worried public (why would a robot eat someone? or be after just one person?). The city's reluctance to inform the public as to the true nature and scope of the threat is either based in ignorance... or they do  know but want to avoid widespread panic and rioting. In either case, people's imaginations are filling the information gap in bad ways.
Some even speculate that there are truly neither robots nor a Yoshimi, but that these are fictional bogeymen meant to scare the public into submission... and distract them from the real corruption at City Hall.
These people are wrong. The robots are real, and Yoshimi is all that stands between them and the populace. But she is content to let the idea that she is an urban legend stand-- let the robots think she is no threat, so their guard will be down.
Oh, but is City Hall corrupt anyway? Please-- who do you think brought the robots in to begin with?
