 Not much is known about The Mean Individual. The closest he ever got to being caught was when his limo ran out of gas, or had some mechanical failure, at a green light one evening, leaving him "stranded" in a residential area. It was early enough for there to still be "children" still awake and clothed to come running out of their houses, then back in to their parents, who phoned the police. However, this delay (it was "the black of night" by the time the police arrived) allowed him to slip away-- entirely unseen despite all those eyes on him, seeking a reward for his capture.
Being able to still his own heartbeat has its advantages. He won't be given away by its sound or heat, and he can convincingly play dead when needed.
Despite his desire for secrecy, however, his reputation is such that even children recognize his limo-- perhaps not the best "cover" for someone who wishes to go unnoticed, even if he could afford it.
Whether The Mean Individual is a criminal or not (he is a suspected one, since there is a "reward" for his apprehension), his reputation for being "mean" and "crazy" and one to be avoided means he did not run a store or rob banks. He must have made his limousine money through investments, embezzlement, identity theft, loan sharking, blackmail, corporate espionage, hacking, or some other such hush-hush endeavor.
But the one time he had to cut through a block with houses and apartments on it, he almost did get caught. He had to slip past the eyes of dozens who were actively looking for him. And he, for all they could tell, "vanished."
