Stormbringer seems a metaphor for storms themselves. They are gigantic, senseless killing machines that exist only to cause damage and death. I suppose a long rain could end a drought or douse a forest fire, but it is just as likely to flood a town or cause a mudslide, which seems more Stormbringer's idea of fun.
