In order to render her powerless, one has to ignore or even scorn her, which is difficult for them. She is very powerful and attention-seeking. Over time, for the sake of her own safety and others', she may find she must live a relatively ordinary life. She may even grow fearful of her own power and of others' hate, and become reclusive. 
Her story may be a tragic one, starting with someone noticing her and wondering why she withdraws. She tells them her whole story-- she became more and more powerful as her fame grew... until she was scorned, and realized that that was her necessary fate-- then ends with "now-- It's the only way to be safe-- forget this... and forget my name."
Along the way, she found this one super-obsessed fan to draw power from. Once he realized that even he was getting tapped out, he withdrew. She responded by alternately lashing out and seducing him, until she finally realized the pain she was causing him, which triggered her withdrawal to anonymity.
