How could someone named "Mr. Blue Sky," who brings the sunshine, be a bad guy, you ask? Look a little closer...
First, rain is necessary. Without it, there are droughts. And while sunshine brings an uplifted mood, is that always what is called for? Sometimes sadness is the right emotion (see the movie Inside Out), or indignation (Norma Rae).
Or "pity," which Mr. Blue Sky has no use for-- and, as another song tells us, "It isn't very pretty/ What a town without pity can do." Without human sympathy, there is no charity or welfare. 
With no consideration for others, no one gets paid. No kids or elderly get fed. No animals or machines get tended. A universal "no worries" policy means no one and nothing gets worried about. 
And surely you have an intolerable acquaintance who is oppressively cheerful (The Unbreakable Kimmy Schmidt, Crazy Ex-Girlfriend)? 
There is no joy in Mudville, perhaps, because Mighty Casey has struck out. But Mr. Blue Sky comes "running" in! The sky is suddenly a startlingly stunning shade of blue. Everyone cheers up. Everyone is relieved! If Mr. Blue Sky runs for mayor, or governor... or president, he wins. If he starts a church, people join. Also because he can control emotions and one's sense of time, if only through the relentless sunshine, and equally relentless insistence on happiness.
He also disappears for extended times, and even the Bible shows what happens when a beloved leader leaves for even a month-- chaos and anarchy. Blame of various groups which are targeted. Also, in this case, abject misery, because they were addicted to blue skies and happiness.
Then he comes back! And he's more popular than ever! And it gets worse.
In other words, Mr. Blue Sky spells "Mr. B.S."
