Other Notes
Witchy Woman, while female, seems to be less a human woman than a "spirit." However, she seems trapped in our realm (How? Why?). Moreover, she can only access her powers by the light of the Moon, so even at night (I imagine she is nocturnal, or spends her off hours with The Devil), she is weakened by slender New Moons, clouds, and even lunar eclipses. So she tries to maximize her time when the Moon is out. (It is unclear how, or if, special moons-- like harvest, blue, and super moons-- affect her.)
This is just as well, for if she used her powers by day-- especially flight-- she would be targeted by law enforcement or at least video-ed.

We can well imagine her at a bar, looking like Stevie Nicks, sparking men with her fingers and mimicking voices he likes until one gets interested... them luring them outside for a campfire... then immobilizing them... and then, I'm not sure what. Perhaps no one knows; if they are found (they may have been buried for a while) and examined, the doctor finds evidence of paralysis, but there is no indication what she does with her victims. We just know their "skin turns red." Since she can fly, no footprints; and if she sparks when she touches things, no fingerprints.
Maybe the attacks don't serve a biological purpose-- as an immortal spirit, she may not need to eat or breed-- but an emotional one. She is trapped in this realm, and mostly robbed of her powers, so she hunts out of resentment and boredom. But she does not kill-- there are enough witnesses to describe many of her powers, and there are "rumors" of her existence that many have heard. Aside from some victims, most likely consider Witchy Woman a legend like Bigfoot. Since she can fly, and "high" at that, and is on an "endless flight," she may never stick around long enough for anyone to prove she exists.
We can imagine a Fox Mulder (from X-Files) type...  tracking, and ultimately finding her, only to be seduced and paralyzed himself.
