According to the author, the character is based on a "Welsh witch." This imagining of the character does not seem that powerful; her abilities allow her to avoid notice entirely by becoming an animal or even invisible, and she gets pushed around by a stiff breeze like a kite (maybe she can wear weighted shoes?). She can call attention to herself by mimicking a bell, but it is unclear what purpose that serves. It's a useful skill set for a burglar or spy, but most witches can do much more.
For all her powers, such as they are, she is desperate to find a "lover," and then keep him once he's there. But she also has a deep need to be independent, to "rule her life" instead of sharing it. Perhaps this is in reaction to the fact that she keep getting swooshed into the sky, but her independent streak probably has more to do with her inability to form romantic relationships than her powers do.
