 The Eye in the Sky used to be a person, a member of the city council or state senate. But his lover was repeatedly deceptive. In response (instead of just dumping her), he became obsessed with knowing everything about her-- which his governmental position allowed him to do-- so that she would not be able to lie to him ever again.
He was so focused on seeing, the rest of him faded away until he was just an eye. And he was so intent on knowing that he developed telepathy. Eventually all that was left was a floating telepathic eye.
The story might be told as the ex sees this floating eye, and hears his voice in her head, telling her the words of this song... for her to know that he is so aware of everything about her, she will never be able to lie to him, or anyone else, ever again. In a way, he is a ghost haunting her, for the rest of her life.
