Black Magic Woman is very powerful. She can already cause blindness and petrification, among other tricks and spells. But her power derives from a magic stick possessed by her boyfriend. And she wants it.
However, she cannot simply take it from him; he must willingly gift it to her. If she blinds or kills him, he will withhold it forever, and die never having gifted it to her. In fact, if she tries anything of the sort, he'll break the stick (but blame in on her, because she drove him to it). She threatens to leave, but that's a hollow threat because then she would not be near the stick and its power.
So she is trying another tactic. First, she casts a spell on him so he can't leave her in the first place: "I need you so bad." Then, to make him want to give the stick to her willingly, she wants to turn him into a "devil," a being of pure evil. Such a being would gladly gift the stick so as to see her cause maximum mayhem. But she needs him to hang around so she can finish "trying" to make a devil out of him.
Probably, she is not going to be powerful enough to do so without the stick, leaving her in a Catch-22-- without the stick, she is not powerful enough to get the stick.
Of course, there is another option to all of these attempts at coercion and deviltry. She could simply love him: "I want you to love me," he sighs, "I need your love." But she is too self-involved to do that.
So he keeps her around by possessing the magic stick, and she keeps him around to try to get it... and around and around they go.
About the stick-- is it not smooth and plastic like a wand or baton, nor is it large like a cane, rod, or staff. It resembles Harry Potter's wand; it looks just like a plain, old stick.
