New World Man is one of the worst kinds of villains-- the kind that thinks he's the hero. He has many skills-- scientific, artistic, military-- and he seems to have a limitless capacity to add skills to his repertoire. In general, he has the capacity to absorb information, and can even hear radio broadcasts in his head without the help of an actual radio.
But he thinks these abilities give him the right, even the responsibility, to rule the world. He's young and is both idealistic and believes the ends justify the means (he's dabbling in poisons). He is better, knows more, and can do more, and so he feels qualified and motivated to the task. He cynically studies other cultures and international politics to give him the edge. Worst, he is charismatic-- young, restless, athletic, and noble in bearing,
"Simpsons" creator Matt Groening, when in grade school, cynically won the student presidency by campaigning for "decency," saying, "If you are against decency, what are you for?" Well, New World Man is planning on using such logic to take over the world. Which means a world with no Homer Simpsons, maybe (which would be less fun if more safe), but also no Lisa Simpsons.
Now, Third World Man is onto him... if he can get anyone to listen. Also, New World Man has problems with both his poisons (which seem to effect the attacker as much as the victim) and with his powers. He seems to be "turning green" and glowing... and staying that way. If he can hear radio waves, perhaps he is also absorbing the ambient gamma and cosmic radiation all around us.
