20th Century Boy seems to be your average "dumb jock," but he has a romantic side. He may not be able to express himself well, but his attraction to his would-be girlfriend seems genuine (Compare him to Gaston in the Beauty and the Beast animation). The girls seem to go for his macho strength. But not this one girl. He seems to have only one skill set, but it doesn't impress her. Yet, he is defined by his determination and sees "getting her" as a challenge. He would never hurt her or force herself on her; strong as he is, he wants to be her "toy" and please her. She might either have to set him straight once and for all that her answer is no... or capitulate, and "settle" for dating an extremely fit superhero who worships her.   
The military is certainly aware of him, and may be trying to recruit him, and may even be responsible for his enhancements. Perhaps he was in a sports-related accident, or tried to save someone from, say, a fire, and his family was poor so they agreed to let him be "rebuilt" with experimental tech. Or the doctors may have "forgotten" to mention that part and just said they would heal him.
In any case, he is not in the military now.  He seems to prefer to freelance-hero it, and also has a strong liberal streak they may find unworkable.
