The creature known as the Big Electric Cat is an ordinary cat that something happened to. Possibly, she bit a squirrel while it was gnawing on a powerline. This surge in power led to its becoming unusually large, possibly the size of a large dog. (Not the size of a lion or even a jaguar, though; it is not an "electric 'big cat'.") The electricity also burned all her fur off, making her "smooth."
Now, she emits light ("glows in the dark"), heat, and a rumbling sound, and even causes tremors when she does stand still, which is luckily rare. Her electrical field disrupts existing ones, causing blackouts; it also acts like super-whiskers, allowing an exponential increase in hunting skills. Further, her pulsations can cause a hypnotic effect, rendering people helpless to react or even flee, but they still scream (and sweat).
The whole situation is worsened by the fact of her being a cat. She relishes in attention and in getting away with mischief. She adores the fear she strikes into people and dogs, and delights in teasing them.
However, she is still a cat and is therefore only as smart as an animal. She can be lured by food, for instance, and made to shoo with the spray of a hose. In places where she frequents, locals and law enforcement have taken to carrying large-capacity squirt guns.
