 Certain creatures were long believed to be manifestations of the substances ancients considered elements: Air, fire, earth, and water. Windy is an air elemental; she is sentient, but is composed of air.
Control over air and its currents and pressures, even in a localized space, can lead to other unexpected abilities. To move a rainbow around, she suspends (with updrafts) the raindrops as they fall, and repositions them as she pleases, while retaining their prismatic refraction of the sunlight. "Capturing a moment" may involve making all the air in a given space so dense no one can move, giving the illusion of frozen time (this is bad, because no one can breathe, either). 
Given her sensitivity to air currents and the vibrations of sound through air, she is able to detect lies as they emerge from people's mouths. Something about their wrongness upsets her on a physical level, as if biting a rotten fruit. Her eye flash, and she responds by either scolding the liar, flying off in a huff, or both.
Children and animals adore her; she looks like a fairy, with her wings, and can make water and leaves dance. Even her name is "lighter than air."
She delights adults, too... in small doses. Her inability to handle even polite fibs, such as lubricate all social interactions, makes her hard to include in any conversation that is more than small talk. But it also means she won't stay around long.
