How did that dictator, already in custody, die before going to trial? Why did that one foreign government minister, so vocal about going to war with the US, suddenly resign and go into exile? Why don't we hear about that one terrorist organization anymore, that was all over the news just a month ago?
Who can say what really happened?
The Envoy is a negotiator, of sorts. He enters countries along with diplomatic cadres, sometime disguised as an attache, or secret serviceman, or another hanger-on. 
Then he uses his access to get his target alone and begin his... negotiations. He makes offers no one should refuse. And if they do? They don't even live to regret it.
They might die later that day, or even that week. They might find that some secret of theirs is about to be revealed. They might learn that if they continue in their actions, someone close to them could pay the price.
In any case, did The Envoy have something to do with it? Who can say? Few are sure that he even exists. And the ones who know? They also know what happens if they breathe a word-- they'll soon stop breathing altogether.
