 Firework was a lighting engineer who was working endlessly creating lighting for various concerts, plays, etc. After a while, he or she became resentful of always being behind the scenes, and never on stage. The performers' dismissive and arrogant attitudes toward the stage crew didn't help.
One evening, while working frantically to perfect a lighting effect in time for a show, there was an accident involving both the lights and the pyrotechnics. The result left the engineer with the properties of flashpaper-- thin, able to be moved by air currents, but also capable of emitting blasts of blinding light.
Over time, the engineer took the name Firework and became able to control the intensity of the light-bursts-- from a soft glow to "brighter than the Moon." Firework also learned how to modify the light's frequency to change its color, and even to blast a shockwave out with the light bursts.
Further, the lack of density was at first a problem. Then Firework learned to ride the air currents and use the shockwave as propulsion; each shockwave is accompanied by a light-burst, making Firework look like one while flying.
Ironically, none of this increased Firework's fame, since the light itself hid his or her face, The frustration over this continued lack of recognition, despite having superpowers, is driving Firework to ever more-desperate, attention-seeking acts, landing him or her on the wrong side of the law.
