As a being of pure energy, T.N.T. can travel through wires and fiber optic cables. He can emerge from any TV screen or monitor. His MO is to emerge from a TV set in some town and blow something up, like an abandoned warehouse. Irrationally, this attracts women to him like some version of the Pied Piper. They drive over, to find him standing at the ground zero of the explosion, unharmed.
He-- the women in tow-- then approaches a bank, near closing time, and demands all the money, etc. from it and its customers. The women swarm around the room, collecting the money and valuables. Everyone is aware of his power, and unwilling to attack the women. He and his henchwomen then simply leave.
Over time, he has amassed a large army of women and quite a bit of money.
The government is willing to simply allow his behavior, for fear of worse if they don't. The insurance companies that cover the banks' funds and buildings agree with this policy-- were T.N.T. to explode himself while inside a bank, the money would be incinerated anyway, along with the building and all inside.
The authorities' only hope is to invade his compound while he is gone. But given his ability to "swim" inside wires, they have no idea if he is there or gone at any point in time; plus, he would be back in an instant in any case if he received a call any of the women inside. Further, storming the compound could hurt the women inside, who may be spellbound or under his duress-- and therefore innocent.
And, of course, even if they could catch him, what prison could hold him, or want to try? They can't even kill him, since he had never committed murder, just theft.
In short, T.N.T. has found the way to commit the perfect crime, anytime.
