 The myth of a mermaid or siren is ancient. In those stories, the mermaids beckon sailors out of their ships to kill and eat them, or procreate with them, or some other biological need.
The criminal uses that basic idea, but with modern tools. She needs cash but wants to have others rob the banks for her. So she uses the methodology of the mermaid.
She has some sort of water craft-- a jetski with the engine idling, say-- and a bag of tricks, far out enough in the water that she is obscured by darkness and mist. Then she waits.
Eventually, some dreamy or perhaps suicidal man walks over to the water. She strikes, but turning on her silver light. This mesmerizes them. She says, through a speaker hidden behind a rock, perhaps: "I am the Ocean's Daughter! Help me!" The man sees the light, and vaguely makes out a woman standing on the water!
She tell tells them that she needs gold and silver. She erases their identity and replaces it with that of some well-known hero, famed for his bravery, loyalty, fighting for the underdog... and battle skills. Once they awaken with their memories gone, they have a breakdown. To keep them from fleeing, she mentally paralyzes them.
Then she tells them to, say, flip over a nearby canoe. Underneath is a mask and gun. She tells them to. "Go, Robin Hood (e.g.) and rob this bank... and return with the gold! Then put it under the canoe and await further instructions." They do so, then return to their mental paralysis.
While they are doing all this, part of one of them is still conscious and aware, although not able to do anything about it.
And if they get caught, what will they say to the police? "The Ocean's Daughter needs the gold! Release me!" At least, they may go into psychiatric care instead of simply prison.
However, if too many such crimes start happening, and all the ones captured say they are working for the Ocean's Daughter, someone might connect the cases and wonder... maybe this IS a real crime boss?
