Tommy Gun, likely a nom de guerre based on his favorite weapon (a Thompson submachine gun), is a violent person who has channeled that sadism toward a cause. Which makes him charismatic, and all the more dangerous for it.
His motto is "by any means necessary," and he feels that victory is worth any amount of collateral damage, including the lives of innocent/random civilians.
It may even be that his cause itself is sympathetic, but not when paired with his relentless aggression. Likely his cause's own official organizations have disavowed his affiliation and distanced themselves.
