 Something about being human, possibly from his human nervous system, has seeped into the computer "brain" of the cyborg who calls himself Kilroy. (He was likely not Kilroy in actuality-- that was a fictional character invented by WWII soldiers, and that era of computing could not have produced such a human-computer hybrid as he is.)
He appears to be human at first glance, as that what his body is. But a moment's conversation reveals that he is a computer brain in a human body; his knowledge and "thinking" abilities are enormous, yet his speech is not casually human. He would not pass a Turing test, in other words.
Somehow, he got it into his "brain" that humans are suffering from having too much technology-- which is ironic, considering his own make-up-- and is now working to decrease human dependence on computers.
Or... he would be such an activist, if he were not currently on the run from the client who ordered him up from IBM and is presumably eager to get their expensive property back. We don't know what the client wanted Kilroy for, but it was something he came to feel was unacceptable. We do know that a Mr. Roboto, himself a cyber-servant, helped him escape.
The fact that he calls himself Kilroy may be a clue to his quest. If anyone knew the negative power of technology, it would be someone aware of the nuclear bombs developed and used during WWII. It is possible that he learned of these events when the files of world history were uploaded to his brain. He wanted people to identify him with that war, but did not want to use the name of an actual soldier. So he used a figure that the soldiers themselves concocted to represent an average soldier (GI Joe dates back to WWI) to engage in his fight against the dehumanizing evil he considers technology-- including himself-- to be.
