 The Brown-Eyed Handsome Man is not a criminal as such, but he is a scoundrel. His powerful charisma over heterosexual women drives them to extreme acts, even including damage-- physical and reputational-- to themselves and others; everyone else is immune and finds this reaction mystifying and terrifying. Worse, there may not even have to be any interaction between the Handsome Man and a woman; just the sight of a Handsome Man (even on TV) is enough to trigger this response in her.
There are two theories as to the Handsome Man. One is that he is unique and a true immortal, and has been around as long as Homo Sapiens.
The other is that there is a line of Handsome Men, and the power is passed from father to son. There is, perhaps, even a clan of them, since they have been sighted from the US to "Bombay."
For all these reasons, there is no one race or ethnicity that contains the Handsome Men; their powers may have spread widely. The only ways to tell one: They have brown eyes, they are handsome, and women will kill and die for them.
